The Human Resources (HR) Department operates in accordance with the current legislation of Ukraine, government directives, orders from the Ministry of Education and Science of Ukraine, the orders of the university's rector, the university's statute, and internal labour regulations.
Duties and Functions of the HR Department
- Participation in Staff Planning: Involvement in developing and monitoring the staff schedule.
- Employment Procedures: Managing the hiring, transfer, and termination of employees. This includes the preparation of orders related to personnel. maintaining employee records such as workbooks, personal files, personal cards (P-2), the academic faculty staff register, and other HR documentation.
- Workforce Analysis: Conduct an analysis of the quantitative and qualitative composition of the university's scientific, academic, and teaching staff.
- Coordination with University Units: Collaborating with university departments in the review of personnel issues by competitive commissions, departments, academic councils of the university, and faculties.
- Award Nominations: Assisting in preparing submissions for awarding employees with departmental and government honours in collaboration with department heads.
- Support in Disciplinary Matters: Assisting departments in maintaining labour discipline and preparing draft orders for disciplinary actions.
- Employee Leave Management: Overseeing, advising, and coordinating processes related to employee leaves. This includes managing documentation and records for leave in cooperation with the accounting department.
- Sick Leave Administration: Handling sick leave forms for employees and coordinating with the Social Insurance Commission, accounting department, and social protection agencies.
- Documentation and Records: Preparing certificates, copies of orders, extracts from workbooks, and other documents upon request from organizations or individual employees.
- State Reporting and Statistics: Preparing documents for state statistical reporting and providing information upon request from the Ministry of Education and Science of Ukraine, educational authorities, and other state institutions on issues within the HR department's competence.
- Collaboration with Employment Services: Working with the state employment service on issues related to employee layoffs, employment, and vacancies.
- Liaison with Pension and Social Protection Agencies: Collaborating with pension and social protection agencies to prepare documents for pension assignments and to issue certificates for mandatory state social insurance.
- Military Registration: Keeping records of conscripts and reservists among students, postgraduate students, and university employees and participating in planning mobilization and civil defence activities.
- Document Management: Maintaining the department's records and submitting documents to the archive according to the file nomenclature.
- Data Collection and Protection: Collecting, processing, and protecting the personal data of university employees.
- Legal Updates: Informed university department heads about changes in labour legislation, seeking and implementing best practices in HR management from other educational institutions.
