Viktor Savchyn
BiographySavchyn Viktor was born in 1961 in the village of Yaseni in the Ivano-Frankivsk region, where he attended secondary school. In 1983, he graduated from Ternopil Financial and Economic Institute with a specialty in “Accounting”. Starting in 1985, he worked in the system of enterprises under the Ministry of Atomic Energy in Dnipropetrovsk, specifically at the Dnipro Concrete Industries Plant as Chief Accountant (1986-1991).The collapse of the Soviet Union prompted his return to Western Ukraine.In April 1992, he was selected through a competitive process for the position of Chief Accountant at Ternopil State Pedagogical University.
Duties of the Chief Accountant:
1. Defines, formulates, implements, and coordinates the organization of accounting for the university’s economic and financial activities.2. Controls the efficient use of material, labor, and financial resources.3. Prepares the university’s balance sheet (including fixed assets, other non-current assets, inventory and expenses, cash, accounts, other assets, sources of own and equivalent funds, long-term liabilities, and other short-term liabilities).4. Monitors compliance with the processing of primary and accounting documents, calculations, and payment obligations, expenditure of wage funds, setting of salary rates, and inventory of fixed assets, intangible assets, materials, funds, documents, accounts, and checks on the organization of accounting and reporting, as well as documentary audits within university departments.5. Oversees insurance accounting, barter (trade exchange) transactions, proper accounting for foreign currency transactions, treasury bills, and collection of receivables.6. Organizes monthly accounting, quarterly, and annual accounting reports (following inventory results).7. Controls correct recording in the inventory ledger for discrepancies (shortages, surpluses, miscounts), losses, and damage to property with loss calculations.8. Takes measures to prevent shortages, unlawful spending of funds and materials, and violations of financial and economic laws.9. Assists in documenting shortages, thefts, and damage to assets, and controls the submission of such cases to investigative and judicial authorities as needed.10. Ensures strict adherence to staffing, financial, and cash discipline, administrative and other expenses, and the legality of writing off receivables, shortages, and other expenses from the accounting records.11. Based on primary documents and accounting entries, ensures timely preparation of accounting and tax reports and submission to the relevant authorities as required.12. Reports to the university rector on any identified issues in the work of the accounting department and structural units, with explanations of their causes and recommendations for resolution.13. Manages university accounting staff.14. Establishes job responsibilities for subordinate staff and takes measures to ensure their fulfillment.15. Provides instructions to financially responsible persons regarding the accounting and safeguarding of assets under their custody.
